(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
(a)紙入札方式により参加を希望する者は、
必要な証明書等を上記3(4)の受領期限まで
に上記3(2)に示す場所に提出しなければな
らない。
(b)電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)を上記
3(4)の受領期限までに上記3(1)に示すUR
Lより、電子調達システムを利用し提出し
なければならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において契約担当官等から証明書
等に関する説明を求められた場合には、それ
に応じなければならない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札並びに入札者に求められる義務を履行しな
かった者の提出した入札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法落札決定は、総合評価
落札方式とする。本公告4(3)に従い書類、資
料を添付して入札書及び総合評価の性能等に
関する書類を提出した入札者であって、本公
告2の競争参加資格を全て満たし、本公告及
び入札説明書において、明らかにした性能等
の要求要件のうち必須とされた項目の最低限
の要求要件を全て満たし、当該入札者の入札
価格が予算決算及び会計令第79条の規定に基
づいて作成された予定価格の制限の範囲内で
あり、且つ、当該入札者の申込みに係る性能
等の各評価項目の得点の合計を当該入札者の
入札価格で除して得た数値の最も高い者を
もって落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち当該入札者の申
込みに係る性能等の各評価項目の得点の合計
を当該入札者の入札価格で除して得た数値の
最も高い者をもって落札者とすることがあ
る。

by Director-General of Chubu Regional
Development Bureau from Time-limit for
submission of certificate to Bid Opening.
④ not be the stated person under the com-
mencement of reorganization procee-
dings or under the beginning of rehabili-
tation proceedings (except for the person
who has the procedure of reapplication
under the notification of the competing
participation qualification).
⑤not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned.
⑥The person who obtained a bid manual
from the person of ordering directly
⑦have proven to have actually procured
the products concerned or the products
with performance equal to that of the
products concerned.

to provide rapid after-sale service con-
