2 競争参加資格
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 令和7・8・9年度国土交通省競争参加資格(全省庁統一資格)において「物品の販売」B又はC等級に格付けされ、北海道地域の競争参加資格を有する者であること。
(3) 当該部局において指名停止の措置を受け、
指名停止期間中でない者
(4) 電子調達システムによる場合は、電子認証 (ICカード)を取得していること。

(3) 入札説明書の交付方法 入札説明書の交付を希望する者は第一管区海上保安本部のホームページ「入札情報」からダウンロードすること。また、郵送により交付を希望する者はA4判用紙が入る返信用封筒(宛先を明記する。)並びに重量250gに見合う郵便料金に相当する郵便切手又は国際返信切手券を添付して(2)の係に申し込むこと。

(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づき作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
