(5)入札の無効本公告に示した競争参加資格
のない者のした入札、入札者に求められる義
務を履行しなかった者の提出した入札は無効
とする。

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 neither Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
②have Grade A, B, C or D of level of
interest in "Selling" in Hokkaido area in
terms of the qualifications for participat-
ing in the tenders by the Ministry of
Land, Infrastructure and Transport and
Tourism (Single qualifycation for every
ministry and agency) in the fiscal years
2025・20262027.
③ have registered with the relevant aut-
horities, in accordance with the Pet-
roleum Stockpiling Law (Law No.55 of
2001), to initiate business of selling Pet-
roleum Products.
④the Others must have the qualifications
specified by Expenditure Burden Officer
based on Article 73 of the Cabinet Order
concerning the Budget, Auditing and Ac-
