(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の100分の10に
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額の110分の100
に相当する金額を入札書に記載すること,

書等の提出・入札及び契約を電子調達システ
ムで行う対象案件である。なお、電子調達シ
ステムによりがたい場合は、あらかじめ紙入
札方式参加願を提出するものとする。
2競争参加資格
(1)予算決算及び会計令(以下、「予決令」とい
う。)第70条及び第71条の規定に該当しない者
であること。
(2)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)において、「役務の提供
等」のA、B、C又はD等級に格付けされ、
関東・甲信越地域の競争参加資格を有する者
であること。
(3)上記(2)の資格を有しない者で入札に参加し
ようとする者は、開札の時までに当該資格の
決定を受け、かつ競争参加資格の確認を受け
た場合は入札に参加することができる。
(4)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。
(5)会社更生法に基づき更生手続開始の申立て
がなされている者又は民事再生法に基づき再
生手続開始の申立てがなされている者でない
こと。
(6)申請書の提出期限の日から開札の時までの
期間に、関東地方整備局から「地方整備局(港
湾空港関係)所掌の工事請負契約に係る指名
停止等の措置要領(昭和59年3月31日付け港
管第927号)に基づく指名停止を受けていな
い者であること。
(7)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省が行う公共事業等からの排除要請が
あり、当該状態が継続している者でないこと。

(4)入札者に要求される事項
(ア)電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)ととも
に支出負担行為担当官の交付する入札説明
書に示す特定役務を履行できることを証明
する書類を作成し、上記3(4)の受領期限ま
でに上記3(2)に示すURLに電子調達シス
テムを利用して提出しなければならない。
