の照会があった場合は、説明しなければなら
ない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(5)契約書の作成の要否要
本業務は、契約手続を電子調達システムで
行う対象案件である。なお、電子調達システ
ムにより難い場合は、発注者の承諾を得て紙
契約方式に代えるものとする。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)国土交通省競争参加資格の認定を受けてい
ない者の参加
上記2(3)に掲げる国土交通省競争参加資格
(全省庁統一資格)の認定を受けていない者
も、上記3(3)及び(4)により証明書等及び入札
書を提出することができるが、競争に参加す
るためには、開札の時において、当該資格の
認定を受け、かつ競争参加資格の確認を受け
ていなければならない。
