1 調達内容

(2)業務名UR賃貸住宅における技術基準等改訂業務
(3)調達条件の仕様等仕様書による。
(4)履行期間契約締結日の翌日から令和8年10月30日まで。
(5)履行場所仕様書による。
(6)入札方法落札者の決定は、総合評価方式をもって行うので、総合評価のための書類を用意すること。また、入札金額は、総額を記載すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に1円未満の端数がある場合は、その端数金額を切り捨てた金額とする。）をもって落札価格とするので、入札者は消費税に係る課税事業者であるか非課税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1)下記の要件を満たす単体企業又は設計共同体であること。設計共同体の場合、下記の(2)、(3)、(4)及び(5)については構成員すべてが、(6)及び(7)については共同企業体の代表者が要件を満たすこととし、「競争参加者の資格に関する掲示」（令和6年11月8日付け本社総務部長公示）に示すところにより、本社総務部長から本業務に係る設計共同体としての競争参加者の資格の認定を受けているものであること。
(2)独立行政法人都市再生機構会計実施細則（平成16年独立行政法人都市再生機構達第95号）第331条及び第332条の規定に該当する者でないこと。
(3)当機構東日本地区における令和5・6年度測量・土質調査・建設コンサルタント等業務に係る一般競争（指名競争）参加資格を有している者で、業種区分「建築設計」に係る競争参加資格の認定を受けていること。
(4)競争参加資格確認申請書（以下「申請書」という。）及び競争参加資格確認資料（以下「資料」という。）の提出期限の日から開札の時までの期間に、当機構から本件業務の履行場所を含む区域を措置対象区域とする指名停止を受けていないこと。
(5)暴力団又は暴力団員が実質的に経営を支配する者若しくはこれに準ずる者でないこと（詳細は、当機構ホームページ→入札・契約情報→入札心得・契約関係規程→入札関連様式及び標準契約書等→標準契約書等について→「別紙暴力団又は暴力団員が実質的に経営を支配する者又はこれに準ずる者」を参照）。
(6)平成26年度以降に、受注し完了した同種又は類似業務の実績を有すること。

※1公的賃貸住宅とは、国、地方公共団体、独立行政法人、法律に基づき地方公共団体が設置できる公社（住宅供給公社、土地開発公社）が発注した賃貸住宅をいう。
※2設計業務とは、基本設計又は実施設計業務をいう。
(7)次に掲げる基準を満たす者を配置予定管理技術者として当該業務に配置できること。
①1級建築士の資格を有し、建築士法による登録を行った後、5年以上の実務経験を有する者
②平成26年度以降に受注し完了した、上記(6)に掲げる業務のいずれかの経験を有する者であること。
③恒常的な雇用関係配置予定管理技術者は、申請書及び資料の提出期限日時点において恒常的な雇用関係があるものであること。なお、前述の雇用関係がないことが判明した場合は、「虚偽の記載」として取り扱う。

(1)契約手続において使用する言語及び通貨日本語及び日本国通貨

(3)入札者に要求される事項この一般競争に参加を希望する者は、本入札説明書の競争参加資格を有することを証明する書類を、競争参加資格確認申請書等の受領期限までに提出しなければならない。また、入札書においても入札書の提出期限までに提出しなければならず、入札者は開札日の前日までの間において、当該書類に関し説明を求められた場合は、それに応じなければならない。なお、入札者の作成した書類は当機構において審査するものとし、採用し得ると判断した入札書のみを落札対象とする。
(4)入札の無効本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法独立行政法人都市再生機構会計規程第52条の規定に基づいて作成された予定価格の制限の範囲内の入札金額を提示した入札者であって、入札説明書に示す総合評価における基準によって得られる数値の最も高い者を落札者とする。

5 Summary

2. Eligibility to participate in the competition
(1) A single company or design consortium that meets the following requirements. In the case of a design consortium, all members must meet the requirements for (2), (3),(4) and (5) below, and the representative of the joint venture must meet the requirements for (6) and (7). The bidder must be certified by the General Affairs Department Director of the Head Office as a bidder qualified as a bidder for this work as a design consortium.
(2) The applicant does not fall under the provisions of Articles 331 and 332 of the Urban Renaissance Agency Accounting Implementation Detailed Rules.
(3) The applicant is eligible to participate in general competitive bidding for the fiscal year 2023-2024 land surveying, soil investigation, construction consulting, etc, in the eastern Japan region of the Agency, and has been certified as eligible to participate in competitive bidding in the industry category of “architectural design”.
(4) The applicant has not been subject to a suspension of bidding by the Agency for the area including the location of the performance of the work in question as a target area for measures during the period from the deadline for submission of the application for confirmation of competitive bidding and the documents for confirmation of competitive bidding to the time of opening of bids.
(5) The applicant is not a person whose management is substantially controlled by an organized crime group or a gang member, or a person equivalent to such a group.
(6) The applicant has a track record of receiving and completing the same or similar work since 2014.

Similar work : New construction design work for reinforced concrete apartment buildings (total floor area of 3,000m² or more) *2
*1 Public rental housing refers to rental housing ordered by the national government, local governments, independent administrative agencies, and public corporations that local governments can establish based on law (housing supply corporations, land development corporations).
*2 Design work refers to basic design or detailed design work.
(7) A person who meets the following criteria can be assigned to the relevant work as a management engineer to be assigned.
① A person who is a first-class architect and has more than five years of practical experience after registration under the Architects Act.
② A person who has experience in any of the work listed in (6) above that was ordered and completed in or after 2014.
③ Permanent employment relationship : The management engineer to be assigned must have a permanent employment relationship as of the deadline for submission of the application form and documents.
