次のとおり一般競争入札に付します。

(6) 入札方法 落札者の決定は、総合評価落札
方式をもって行うので、総合評価のための書
類を提出すること。また、入札金額は、総額
を記載すること。なお、落札決定に当たって
は、入札書に記載された金額に当該金額の
100分の10に相当する額を加算した金額（当
該金額に1円未満の端数があるときは、その
端数金額を切り捨てた金額とする。）をもって
落札価格とするので、入札者は、消費税及び
地方消費税に係る課税事業者であるか免税事
業者であるかを問わず、見積もった契約希望
金額の110分の100に相当する金額を入札書に
記載すること。
2 競争参加資格

(1) 契約手続において使用する言語及び通貨

(3) 入札者に要求される事項 この一般競争入
札に参加を希望する者は、本人札説明書の競
争参加資格を有することを証明する書類を、
競争参加資格を有することを証明する書類の
受領期限までに提出しなければならない。ま
た、総合評価のための書類を、総合評価のた
めの書類の提出期限までに提出しなければな
らない。さらに、入札書を入札書の受領期限
までに提出しなければならない。加えて、開
札日の前日までの間において、当機構から当
該書類に関し説明を求められた場合は、それ
に応じなければならない。なお、入札者の提
出した総合評価のための書類は当機構におい
て技術審査を行うものとし、採用し得ると判
断した入札書のみを落札の対象とする。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 独立行政法人都市再生
機構会計規程第52条の規定に基づいて作成さ
れた予定価格の制限の範囲内の入札金額を提
示した入札者であって、入札説明書及び総合
評価基準において明らかにした評価項目のう
ち、基礎点を付与する項目に係る要求事項を
すべて満たしている入札者の中から入札説明
書で定める総合評価の方法をもって落札者を
決定する。

④ have been qualified for the proposal of
procurement of "Rendering of service" th-
rough the Examination of qualifications
for the Participation in the Competitive
Tendering Procedures for Procuring
Equipment of the fiscal year 2023 and
2024, in the East district, Urban Renais-
sance Agency.
⑤ have a proven track record of success-
fully completing the performance of at
least one integrated project for the design
and development of a large-scale system
by multiple providers in the past 10 years.
⑥ have a proven track record of success-
fully completing the performance of at
least five cases of completed business op-
timization consulting, system optimiza-
tion consulting, DX promotion consult-
ing, or consumer web service introduc-
tion consulting for multi-organization en-
terprises in the past 10 years
⑦ have the Privacy Mark License or
ISMS certification
⑧ be inspected with Urban Renaissance
Agency in Japan when required.
