6 Summary
(1) Official in charge of disbursement of the procuring entity : Takahiro Takei, Chief of General Affairs, Chichibu-Gakuen Institution for Children with Intellectual Disabilities, National Rehabilitation Center for Persons with Disabilities

(3) Nature and quantity of the products to be purchased: Electricity to be used in Chichibu-Gakuen Institution for Children with Intellectual Disabilities, contract 266 kW, the estimated electricity a year 908,236 kWh
(4) Delivery period : From April, 1, 2026 through March, 31, 2027
(5) Delivery place : Chichibu-Gakuen Institution for Children with Intellectual Disabilities, National Rehabilitation Center for Persons with Disabilities
(6) Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ Are not being suspended from transactions by request of the officials in charge of contact
④ Have Grade “A”, “B”, “C” or “D” on “Manufacture of product” or “Sale of product” in the Kanto-Koshinetsu Area in terms of the qualification for participating intenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027
⑤ Prove to have no false statement in tendering documents.
⑥ Prove neither the business condition nor credibility is deteriorating.
⑦ Have registered in accordance with Article 2, Section 2 of the Electricity Utilities Industry Law
⑧ Fulfill the requirement Mentioned in the tender manual that are stated from the viewpoint of reducing CO₂
⑨ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
(7) Time-limit for the tender : AM 10:00, March, 13, 2026
