(3)令和07・08・09年度内閣府競争参加資格
(全省庁統一資格)において、「役務の提供等」
であって、「A」、「B」又は「C」の等級に格
付けされ関東・甲信越地域の競争参加資格を
有する者であること。
(4)各省各庁から指名停止等の措置を受けてい
る期間中の者でないこと。
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること,
(6)暴力団排除に関する誓約事項(入札説明書
別紙)に誓約し、かつ遵守する者であること。
(7)入札説明書に定める証明書等を提出し、担
当者の了解を得た者であること。

※オンライン会議形式によるものとし、詳細
は申込みがあったのち当庁より通知する。

※政府電子調達(GEPS)を活用した電子
入札・電子契約等、調達事務のデジタル化
の取り組みを推進する観点から、原則とし
て立ち会い方式での開札は実施しない(詳
細は、入札説明書による)。
4電子調達システムの利用
本件は、電子調達システム(政府電子調達(G
EPS))を利用した応札及び入開札手続により
実施するものとする。ただし、紙又は電子メー
ルによる入札書の提出も可とする。詳細につい
ては、入札説明書のとおり。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した必
要な書類を令和8年3月2日17時30分までに
提出しなければならない。入札者は、開札日
までの間において、支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件のうち必須とされた項目を
すべて満たしている提案をした入札者の中か
ら、入札説明書で定める方法をもって落札者
を決定する。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされないおそれがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなるおそれ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札をした他の者のうち、次に有利な入札
を行った者を落札者とすることがある。

(6)Qualifications for participation in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade A, B or C in terms of the
qualification of offer of services in the
Kanto Koushinetsu area related to Ca-
binet Office (Single qualification for
every ministry and agency) in the fiscal
vears 2025, 2026 and 2027.
④Not be suspended from transaction by
the request of the officials in charge of
contract
⑤ A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed.
⑥Submit a document of a system to
prove their ability to supply the system
concerned and meet our requirements in
order to be judged acceptable by the con-
tracting entity ; and provide explanations
on the contents of the above document by
request.
