ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適合
した履行がなされない恐れがあると認められる
とき又はその者と契約を締結することが公正な
取引の秩序を乱すこととなる恐れがあって著し
く不適当であると認められるときは、入札した
他の者のうち評価値が最も高い者を落札者とす
ることがある。
(1)入札価格が予決令第79条の規定に基づいて
作成された予定価格の制限の範囲内であるこ
と.
(2)入札に係る技術提案が、入札説明書及び仕
様書において明らかにした専門的知識、技術
及び創意等の要求要件のうち必須とされた項
目の最低限の要求をすべて満たしているこ
と。
(3)総合評価の方法
ア入札価格の得点は、入札価格を予定価格
で除して得た値を1から減じて得た値に入
札価格に対する得点配分を乗じて得た値と
する。
イ技術提案に対する得点は、提出された技
術提案書に基づき、総合評価基準によって
示された得点配分に従い得点を与える。
ウアで得られた値とイで得られた値の合計
により評価する。

(4)入札説明会開催日時を各者個別に調整す
るため、参加希望者は令和8年1月7日～令
和8年1月14日12:00までに上記4(2)に連絡
し、日時を決定すること。
なお、開催日時は、令和8年1月16日、方
式はWeb会議形式を予定している。
(5)競争参加資格確認申請書及び技術提案の提
出期限令和8年2月13日12:00まで
(6)競争参加資格の確認の通知及び技術提案の
採否の通知令和8年3月9日までに電子調
達システムで通知する。ただし、紙入札方式
による場合は、文書により通知するものとす
る.

(1)手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金全額免除す
る。
(3)入札の無効本公告に示した競争参加資格
のない者のした入札、申請書又は技術提案書
に虚偽の記載をした者の入札および入札に関
する条件に違反した入札は無効とする。
(4)契約書作成の要否契約締結に当たって
は、契約書を作成するものとする。
