4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
1)電子調達システムにより参加を希望する
者は、申請書等を上記3(4)に示す提出期限
までに、上記3(1)に示すURLに提出しな
ければならない。
2)紙入札方式により参加を希望する者は,
必要な申請書等を上記3(4)に示す提出期限
までに、上記3(1)に示す場所に提出しなけ
ればならない。
なお、1)、2)いずれの場合も、開札日
の前日までの間において、支出負担行為担当
官から必要な申請書等の内容に関する照会が
あった場合には説明しなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札、申請書等又は資料に虚
偽の記載をした者のした入札及び入札者に求
められる義務を履行しなかった者のした入札
は無効とする。
また、予め限定したICカード以外を使用
した場合、入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法総合評価落札方式とす
る。
予決令第79条の規定に基づいて作成された
予定価格の制限の範囲内であり、かつ当該入
札者の申込みに係る性能・機能・技術能力等
(以下『性能等」という。)の各評価項目の得
点の合計を当該入札者の入札価格で除して得
た数値の最も高い者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち当該入札者の申
込みに係る性能等の各評価項目の得点の合計
を当該入札者の入札価格で除して得た数値の
最も高い者を落札者とすることがある。
(7)本案件にかかる開札は、落札決定を保留し
た上で行うものであり、落札決定及び契約締
結は令和8年4月1日とする。ただし、当該
案件にかかる令和8年度予算成立が4月2日
以降になった場合は、予算成立日とする。
また、暫定予算となった場合は、予算措置
が全額計上されているときは全額の契約とす
るが、全額計上されていないときは全体の契
約期間に対する暫定予算の期間分のみの契約
とする。
なお、履行開始日は令和8年4月1日から
とする。(令和8年度予算成立が4月2日以降
となった場合も同じとする。)
