(4)入札の無効本公告に示した競争参加資格
のない者の入札、証明書類に虚偽の記載をし
た者の入札、入札に関する条件に違反した入
札及び九州農政局競争契約入札心得第4条の
3の規定に違反した者の入札は無効とする。
(5)契約書の作成の要否要。
(6)落札者の決定方法本公告に示した調達案
件を履行できると支出負担行為担当官が判断
した証明書類を提出した入札者であって、予
決令第79条の規定に基づいて作成された予定
価格の制限の範囲内で最低価格をもって有効
な入札を行った者を落札者とする。ただし、
落札者となるべき者の入札価格によっては、
その者により当該契約の内容に適合した履行
がなされないおそれがあると認められるとき
又はその者と契約を締結することが公正な取
引の秩序を乱すこととなるおそれがあって著
しく不適当であると認められるときは、予定
価格の制限の範囲内の価格をもって入札した
他の者のうち最低の価格をもって入札した者
を落札者とすることがある。

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 70 of the Cabi-
net Order concerning the Budit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③have the Grade "A","B" or "C" in terms
of qualification "Provision of services" at
Kyushu-Okinawa area for participating
in tenders by Ministry of Agriculture, Fo-
restry and Fisheries (Single qualification
for every ministry and agency) in the fis-
cal year 2025, 2026 and 2027.
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order.
⑤Prove not to be a period of receiving
nomination stop from the contracting of-
ficer etc.
