1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 特許庁庁舎で使用する電気の供給
契約電力 3,100kW
予定使用電力量 12,866,880kWh
(3) 調達案件の仕様等 入札説明書による。
(4) 履行期間 令和7年4月1日から令和8年3月31日
(5) 履行場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。)及び使用電力量に対する単価(kWh単価、同一月においては単一のものとする。)を根拠とし、当庁が提示する契約電力及び予定使用電力量に基づき算出した対価(総価)とすること。
落札の決定に当たっては、上記の総価をもって落札者の決定を行い、落札価格は、その入札書に記載された単価に、それぞれ当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数が生じたときは、その端数金額を切り捨てるものとする。)とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、それぞれ見積もった金額の110分の100に相当する金額を入札書に記載すること。
ただし、入札価格の算定にあたっては力率は98パーセントとし、再生可能エネルギー発電促進賦課金及び燃料費等調整額(燃料費等調整単価、市場価格調整単価)については入札金額に含めないこととする。
2 競争参加資格
(1) 予算決算及び会計令(以下『予決令』という。)第70条及び第71条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、予決令第70条中、特別の理由がある場合に該当する。
(2) 令和4・5・6年度経済産業省競争参加資格(全省庁統一資格)に「物品の販売」の「A」、「B」、又は「C」の等級に格付けされている者であること。
(3) 経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。
(4) 過去3年以内に情報管理の不備を理由に経済産業省との契約を解除されている者ではないこと。
(5) 電気事業法(昭和39年法律第170号)第2条の2の規定による小売電気事業の登録を受けている者であること。
(6) 省CO₂化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。

Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② Have Grade A, B or C in offer of Sales of Product in terms of the qualification for participating in tenders by Ministry of Economy, Trade and Industry (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024
