(6) 入札方法 上記1(2)の物品の予定数量に対する総価で行う。落札者の決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システム（GEPS）の利用 本案件は、申請書等の提出、入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願を提出し、紙入札方式、紙契約方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」という。）第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 令和4・5・6年国土交通省競争参加資格（全省庁統一資格）において「物品の販売」A、B、C又はDの等級に格付けされ、東北地域の競争参加資格を有するものであること。

本業務は、契約手続にかかる書類の授受を電子調達システムで行う対象業務である。

(c) have Grade A, B, C, D of "Selling" Tohoku area in terms of the qualifications for participating in the tenders by the Ministry of Land, Infrastructure and Transport (Single qualification for every ministry and agency) in the fiscal year, 2022・2023・2024.
(d) Have registered with the relevant authorities, in accordance with the Petroleum Stockpiling Law (Law No. 55 of 2001), to initiate Business of selling Petroleum products.
(e) The person who is not being suspended from Transactions by the request of the officials in charge of contract.
(f) not be the business operators that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.
