入札公告
次のとおり一般競争入札に付します。本案件は、
競争参加資格確認のための証明書等（以下、「証明
書等」という。）の提出、入札及び契約を電子調達
システム（G E P S）で行う対象案件です。

トナーカートリッジ類買入（単価契約）

(6) 入札方法 上記1(2)の物品の予定数量に対
する総価で行う。落札者の決定に当たっては、
入札書に記載された金額に当該金額の10%に
相当する額を加算した金額（当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。）をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額の110分の100
に相当する金額を入札書に記載すること。
(7) 電子調達システム（G E P S）の利用 本
案件は、申請書等の提出、入札及び契約を電
子調達システムで行う対象案件である。なお、
電子調達システムによりがたい場合は、紙入
札方式参加願を提出し、紙入札方式、紙契約
方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」とい
う。）第70条の規定に該当しない者であるこ
と。なお、未成年者、被保佐人又は被補助人
であって、契約締結のために必要な同意を得
ている者は、同条中、特別の理由がある場合
に該当する。
(2) 予決令第71条の規定に該当しない者である
こと。
(3) 令和4・5・6年国土交通省競争参加資格
（全省庁統一資格）において「物品の販売」
A、B、C又はDの等級に格付けされ、東北
地域の競争参加資格を有するものであるこ
と。
(4) 当該部局において指名停止の措置を受け、
指名停止期間中でない者。
(5) 警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省発注の公共事業等からの排除要請が
あり、当該状態が継続している者でないこと。
(6) 電子調達システムによる場合は、電子証明
書を取得していること。
(7) 競争参加資格の申請の時期及び場所 「競
争参加者の資格に関する公示」（令和5年3月
31日付官報）に記載されている時期及び場所
で申請を受け付ける。

本業務は、契約手続にかかる書類の授受を
電子調達システムで行う対象業務である。
なお、電子調達システムによりがたい場合
は、発注者の承諾を得て紙契約方式に代える
ものとする。
(5) 落札者の決定方法 予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低の価格をもって有効な入札を行った者
を落札者とする。

5 Summary

(a) Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract maybe applicable under cases of special reasons within the said clause ;
(b) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ;
(c) have Grade A, B, C, D of "Selling" Tohoku area in terms of the qualifications for participating in the tenders by the Ministry of Land, Infrastructure and Transport (Single qualification for every ministry and agency) in the fiscal year, 2022・2023・2024.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Articles 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A or B on “sale of product” in Kanto Koushinetsu area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024
③ not be under suspension of nomination by Director-General of Geospatial Information Authority of Japan from Time-limit for submission of certificate to Bid Opening
④ acquire the electric certificate in case of using the Electronic Procurement system https://www.p-portal.go.jp/pps-web-biz/
⑤ not be the supplier that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
be the person who obtained the bid manual from the person of ordering directly
⑦ be the person who has proved by documents that the person meets the requirements of Article 26
