次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 71、27
(2) 購入等件名及び数量 奨学金業務システムにおける各種帳票印刷等業務に係る業務委託一式
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度文部科学省競争参加資格（全省庁統一資格）において、「役務の提供等」の「A」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。なお、当該競争参加資格については、令和6年3月29日付号外政府調達第58号の官報の競争参加資格の資格に関する公示の別表に掲げる申請受付窓口において随時受け付けている。
(4) 本機構理事長から取引停止を受けている期間中でないこと。
(5) 「暴力団員による不当な行為の防止等に関する法律」に規定するところの暴力団員及びその構成員、準構成員又はその関係者でないこと。
(6) 本調達に関連する者（受託者、再委託先等）は氏名、住所、連絡先電話番号、就業場所又はこれに類する個人情報その他の取扱基準を確立していることを明確にすること。
(7) 本調達の実施予定部門がISMS (Information Security Management System)、ISO27001又はこれに類する情報セキュリティ管理体系を確立していること。
(8) 本調達の実施予定部門がISO9001の認証を受けている又は同等の品質システムを有していること。
3 入札書の提出場所等

(2) 入札説明書の交付方法
① 上記3(1)の交付場所にて交付。
② 本機構HPからのダウンロードで交付。
①②ともに本公告の日から交付する。なお②の場合パスワードが必要となるので、電子メールで（keiri-k@jasso.go.jp）まで、以下の要領でパスワードの送付を依頼すること。
電子メールの件名を「パスワード交付依頼（※入札件名を記載）」し、電子メールの本文に、会社名、全省庁統一資格の業者コード、担当部署、担当者氏名、電話番号、FAX番号、メールアドレスを記載すること。
(3) 入札説明会の日時及び場所 令和7年1月10日11時00分

(4) 入札書の受領期限 令和7年2月14日17時00分

4 その他
(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。ただし、落札者が契約を結ばない場合には、落札価格の5パーセントに相当する違約金を支払わなければならない。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書に総合評価のための書類及び入札説明書に示す提出書類を添付し、入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、本機構から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書による。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した物品を納入できると理事長が判断した入札者であって、本機構契約事務取扱細則第12条の規定に基づいて作成された予定価格の制限の範囲内で、入札説明書で指定する性能、機能、技術等（以下「性能等」という。）のうち、必須とした項目の最低限の要求要件をすべて満たしている性能等を提案した入札者の中から、入札説明書で定める総合評価の方法をもって落札者を定める。

5 Summary
(1) Contracting Entity: Tomoya Yoshioka, President, Japan Student Services Organization (JASSO).
(2) Classification of the services to be procured: 71, 27
(3) Nature and quantity of the services to be required: Outsourcing of form printing, processing and shipping in JASSO Scholarship Application System (JSAS), 1 set
(4) Fulfillment period: From 1 April, 2025 through 31, March, 2030
(5) Fulfillment place: as in the tender documentation
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade A in terms of the qualification for Participating intender of the “offer of services” by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto・Koushin’etsu area in the fiscal year, 2022, 2023, 2024.
④ not be currently under a suspension of business order as instructed by the President.
⑤ “Law about prevention of an unfair act by a gangster” be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ Those involved in this procurement (contractors, subcontractors, etc.) must clearly indicate that they have established standards for handling personal information, such as names, addresses, contact telephone numbers, places of work, or similar, as related to this procurement.
⑦ The department scheduled to implement this procurement has established an Information Security Management System (ISMS), ISO 27001, or a similar information security management framework.
⑧ The department scheduled to implement this procurement is certified with ISO 9001 or possesses an equivalent quality system.
