次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 57
(2) 購入等件名及び数量 令和8年度大学等予約採用関係書類(「奨学金案内」等)の封入、仕分、梱包、発送等業務一式
(3) 履行期限 仕様書による。
(4) 納入場所 契約担当者が指定する場所。
(5) 入札方法 総価で行う。落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額 (当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度文部科学省競争参加資格 (全省庁統一資格) において「役務の提供等」の「A」、「B」又は「C」の等級に格付けされた「関東・甲信越地域」の競争参加資格を有する者であること。なお、当該競争参加資格については、令和6年3月29日付け官報号外政府調達第58号の官報の競争参加資格の資格に関する公示の別表に掲げる申請受付窓口において随時受け付けている。
(4) 本機構理事長から取引停止を受けている期間中でないこと。
(5) 「暴力団員による不当な行為の防止等に関する法律」(平成3年法律第77号) に規定するところの暴力団、準構成員またはその関係者でないこと。

(2) 入札説明書の交付方法
① 上記3(1)の交付場所にて交付。
② 本機構HPからのダウンロードで交付。
①②ともに本公告の日から交付する。なお②の場合パスワードが必要となるので、電子メールで (keiri-k@jasso.go.jp) まで、以下の要領でパスワードの送付を依頼すること。
電子メールの件名を「パスワード交付依頼(※入札件名を記載)」し、電子メールの本文に、会社名、全省庁統一資格の業者コード、担当部署、担当者氏名、電話番号、FAX番号、メールアドレスを記載すること。
(3) 入札説明会は実施しない。
(4) 入札書の受領期限 令和7年2月3日17時00分

4 その他
(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金免除。ただし、落札者が契約を結ばない場合には、落札価格の5パーセントに相当する違約金を支払わなければならない。

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause;
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting;
③ have Grade A, B or C in terms of the
qualifications for Participating in tender of
the "offer of services" by Ministry of
Education, Culture, Sports, Science and
Technology, (Single qualification for
every ministry and agency) in Kanto・
Koushin'etsu region in the fiscal year,
2022, 2023, 2024,
④ not be currently under a suspension of
business order as instructed by the Presi-
dent.
⑤ not come under crime syndicate mem-
bers provided Act on Prevention of Un-
just Acts by Organized Crime Group
Members.
