(6) 入札方法 落札者の決定は、総合評価落札方式をもって行うので、提案に係る性能、機能、技術等に関する書類（以下「総合評価のための書類」という。）を提出すること。なお、落札額は、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

(2) 入札説明書の交付方法 本公告の日から、上記3(1)の交付場所にて交付する。なお、本件の入札資料の交付にあたっては、文部科学
省競争参加資格（全省庁統一資格）の写し、守秘義務の遵守及び個人情報の保護並びに違反した場合の適切な罰則などについて適切な体制を整備していることを証明する書類（プライバシーマーク等）及び本機構のホームページに掲載する「秘密保持に関する誓約書」を提出した者にのみ手交する。
(3) 入札書の受領期限 令和7年1月9日17時00分

(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。ただし、落札者が契約を結ばない場合には、落札価格の5パーセントに相当する違約金を支払わなければならない。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書に総合評価のための書類及び入札説明書に示す提出書類を添付し、入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、本機構から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書による。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した物品を納入できると理事長が判断した入札者であって、本機構契約事務取扱細則第12条の規定に基づいて作成された予定価格の制限の範囲内で、入札説明書で指定する性能、機能、技術等（以下「性能等」という。）のうち、必須とした項目の最低限の要求要件をすべて満たしている性能等を提案した入札者の中から、入札説明書で定める総合評価の方法をもって落札者を定める。

(3) Nature and quantity of the services to be required: Score equalization processing work for 2025-2026 Examination for Japanese University Admission for International Students (EJU), 1 set
(4) Fulfillment period: From the date of this agreement through 31, March, 2027
(5) Fulfillment place: as in the tender documentation
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the qualification for Participating intender of the “offer of services” by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto・Koushin’etsu area in the fiscal year, 2022, 2023, 2024.
④ not be currently under a suspension of business order as instructed by the President.
⑤ “Law about prevention of an unfair act by a gangster” be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ Establish a system to take appropriate protective measures regarding the handling of personal information such as receiving Privacy Mark certification.
⑦ Have a track record of calculating scores by performing score equating using IRT (item response theory) in tests with an annual turnout of 3,000 or more test takers, and returning scores to individual test takers based on the equating results between April 1, 2020 and September 30, 2024.

⑥ Must have a track record of accepting various application and data matching operations after April 1, 2020.
have a track record of providing computer processing such as national examinations, university entrance examinations, various qualification examinations, etc. with more than 20,000 a applicant’s contracted after April 1, 2020.
⑧ Make it clear having established standards for handling name, address, contact phone number, place of work, and similar personal information. If available, submit privacy mark.
⑨ Prove that an information security management system has been established by submitting a certificate certified by ISO／IEC27001 or JIS Q27001.
