(6) 入札方法 (2)の物品について入札に付する。落札決定にあたっては、入札書に記載された金額に、消費税法及び地方消費税法の規定により定められた税率により算定された金額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額のうち消費税額等に相当する額を除いた金額を記載した入札書を提出すること。
2 競争参加資格
(1) 契約を締結する能力を有しない者でないこと。
(2) 破産者で復権を得ない者でないこと。
(3) 入札説明書3(3)ア～サに掲げる事項のいずれかに該当すると認められる者で、その事実があった後3年を経過しない者でないこと。
(4) 経営状況が著しく不健全であると認められる者でないこと。
(5) 暴力団員、暴力団関係者その他反社会的勢力又はそれらの者との関与があると認められる者でないこと。
(6) 4(3)に示す日から開札の時までの期間に、東京地下鉄㈱から取引先資格停止基準に基づく資格停止を受けていないこと。
(7) 国税又は地方税を滞納している者でないこと。
(8) その他入札説明書に定める条件を満たす者であること。
3 入札書の提出場所等

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 入札に参加を希
望する者は、入札説明書に明記されている申
請書において、証明する書類（以下「申請書
等」という。）を令和6年12月12日16時00分ま
でに上記3(1)の場所に提出しなければならな
い。提出された申請書等を審査の結果、当該
業務を履行できると認められた者に限り入札
の対象とする。なお、提出した申請書等につ
いて説明を求められたときはこれに応じなけ
ればならない。
① 東京地下鉄㈱が仕様書において示す当該
業務を履行できる者。
② 東京地下鉄㈱が定めた期日までに上記①
の内容を満たすことが証明できる書類を提
出することができ、かつ、東京地下鉄㈱が
上記①の内容に関して説明を求めたとき
に、直ちにそれに応じられる者。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した物品に
ついて、(3)の書類を提出し、競争参加資格を
認められた入札者であって、予定価格の制限
の範囲内で最低の価格をもって有効な入札を
行った者を落札者とする。

5 Summary

(7) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in tenders are those who
shall;
① not have had a judgment of in-
competency made against them.
② not have declared bankruptcy and are
still unable to be reinstated.
③ not fall under any of the conditions list-
ed in item 3(3) ア～サ of the Tender In-
structions in the past three years.
④ not have their company financial con-
dition been deemed remarkably unsound.
⑤ not belong to a crime syndicate or have
relations with anyone who does.
⑥ have not had suppliers' qualification
suspended, according to the company's
supplier qualification regulations, be-
tween 4:00 PM December 12, 2024 and
the period of the tender.
⑦ not be defaulting on national or local
taxes.
⑧ comply with other details requirements
in the tender documentation.
