(3) 調達案件の数量特質等 入札説明書による。
(4) 供給期間 令和7年3月1日から令和8年2月28日
(5) 需要場所 入札説明書による。
(6) 入札方法 上記(2)(1)から(12)の区分ごとの入札とする。入札書に記載する金額は、各社において設定する契約電力に対する単価（基本料金単価）及び使用電力量に対する単価（電力量料金単価）を根拠（小数点以下を含むことができる）とし、あらかじめ当センターが別途提示する月ごとの予定契約電力及び予定使用電力量に基づき算出した各月の対価の年間総価を入札金額とすること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする）をもって落札価格とするので、入札者は、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
※ 入札金額の算定に当たっては、力率は100%とする。なお、発電費用等に係る燃料価格変動の調整額及び電気事業者による再生可能エネルギー電気の調達に関する特別措置法に基づく賦課金は考慮しないこととする。
2 競争参加資格
(1) 独立行政法人家畜改良センター契約事務取扱規程（以下「取扱規程」という。）第8条及び第9条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の事由がある場合に該当する。
(2) 独立行政法人家畜改良センター又は農林水産省の契約に係る資格停止の措置要領に基づく指名停止を受けている期間でないこと。
(3) 令和4・5・6年度国の競争参加資格（全省庁統一資格）又は独立行政法人家畜改良センターの競争参加資格のいずれかにおいて、「物品の販売」のA、B又はCの等級に格付けされ1(2)(1)から(12)の応札する地域の競争参加資格を有している者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登録され、当該等級に格付けされた者であること。
(4) 経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。
(5) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(6) 環境配慮への取組状況等に関し入札説明書において示す入札適合条件を満たすこと。

(1) 入札及び契約の手続きにおいて使用する言

(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書で示した必
要な書類を令和6年10月10日(木)17時00分
までに提出しなければならない。入札者は、
開札日の前日までの間において、理事長から
当該書類に際し説明を求められた場合は、そ
れに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予定価格の制限の範囲
内で最低価格をもって有効な入札を行った者
を落札者とする。

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A not come under Article 8 and 9 of the
Regulation concerning the Contract for
National Livestock Breeding Center.
Furthermore, minors, Person under Con-
servatorship of Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause.
B The applicant must not be under sus-
pension of nomination based on the Gui-
delines for Suspension of Nomination Re-
lated to Contracts of the Independent Ad-
ministrative Institution Livestock Breed-
ing Center or the Ministry of Agriculture,
Forestry and Fisheries.
C have Grade A, B or C in “Sales of prod-
ucts” in terms of the qualification for par-
ticipating in tenders by single qualifica-
tion for every and agency. or in tenders
by National Livestock Breeding Center
in the fiscal year 2022, 2023, and 2024.
D A person whose business status or cre-
ditworthiness is not deemed to have de-
teriorated to an extreme degree, and who
can ensure proper performance of the
contract.
E The person must be registered as a re-
tail electricity business pursuant to the
provisions of Article 2-2 of the Electric-
ity Business Act.
F Satisfy the bid suitability conditions
stated in the bidding manual regarding
the status of environmental efforts, etc.

al: September 25, 2024.
