次のとおり一般競争入札に付します。

(6) 入札方法 上記(2)①及び②について、業務ごとの総額による入札金額と技術審査委員による技術審査の総合評価入札を行う。落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人家畜改良センターの契約事務取扱規程第8条及び第9条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ているものは、同条中、特別の事由がある場合に該当する。
(2) 独立行政法人家畜改良センター又は農林水産省の契約に係る指名停止の措置要領に基づく指名停止を受けている期間でないこと。
(3) 令和4・5・6年度国の競争参加資格（全省庁統一資格）又は独立行政法人家畜改良センターの競争参加資格のいずれかにおいて「役務の提供等」の「A」、「B」又は「C」の等級に格付けされている者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登録され、当該等級に格付けされた者であること。
(4) 当該業務の遂行に必要な関連知識及び事業人員等を有すること。なお、当該事項について確認するための資格及び提出期限等については入札説明書のとおり。
(5) その他の入札参加資格は入札説明書による。

て交付する。ファクシミリ又はE-mailによ

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、証明書類を提出期限ま
でに提出しなければならない。入札者は、開
札日の前日までの間において、理事長から当
該書類に関し説明を求められた場合は、それ
に応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した役務提
供ができると理事長が判断した入札者であっ
て、独立行政法人家畜改良センター契約事務
取扱規程第30条の規定に基づいて作成された
予定価格の制限の範囲内で、評価項目一覧表
及び評価手順書で定める方法をもって落札者
を決定する。

(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall :
A not come under Article 8 and 9 of the
Regulation concerning the Contract for
National Livestock Breeding Center.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause.
B The applicant must not be under sus-
pension of nomination based on the Gui-
delines for Suspension of Nomination Re-
lated to Contracts of the Independent Ad-
ministrative Institution Livestock Breed-
ing Center or the Ministry of Agriculture,
Forestry and Fisheries.
C have Grade A or B or C “offer of ser-
vices etc” in terms of the qualification for
participating in tenders by Single qualifi-
cation for every ministry and agency. or
in tenders by National Livestock Breed-
ing Center in the fiscal year 2022, 2023,
and 2024.
D have relevant knowledge and business
personnel etc necessary for the execution
of the work. As for the qualifications and
confirmation time limit for confirming
the matters, as stated in the paper for the
tender.
E Other bid participation qualifications
are determined by the bid instructions.
