次のとおり一般競争入札に付します。

1 調達内容

令和6-9年度 アプリケーションソフト(Microsoft365) 賃貸借 1式(電子入札対象案件)
(3) 調達案件の特質等 入札説明書による。
(4) 契約期間 契約締結日の翌日から令和9年12月31日(ライセンス期間は、令和7年1月1日から令和9年12月31日)
(5) 納入場所 入札説明書による。
(6) 入札方法 入札金額は、1か月当たりの代金を記載すること。落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額とする。）をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。入札者は、本調達案件価格のほか、本調達案件に要する一切の諸経費を含めた契約希望金額を見積もるものとする。
(7) 電子調達システム(GEPS)の利用 本調達案件は、競争参加資格確認申請書及びその添付書類(以下「申請書等」という。)の提出及び入札・契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願・紙契約方式承諾願を提出するものとする。
2 競争参加資格
次に掲げる条件を満たしている者であること。
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 開札までに令和4・5・6年度の一般競争(指名競争)参加資格(全省庁統一資格)「物品の販売」または「役務の提供等」のA又はB等級に格付けされた九州・沖縄地域の競争参加資格を有する者であること。
一般競争(指名競争)参加資格(全省庁統一)の申請の時期及び場所については、「競争参加者の資格に関する公示」(令和5年3月31日付け官報)に記載されている時期及び場所で申請を受け付ける。
(3) 会社更生法(平成14年法律第154号)に基づき更生手続開始の申し立てがなされていない者又は民事再生法(平成11年法律第225号)に基づき更生手続開始の申し立てがなされていない者(競争参加資格に関する公示に基づく再申請の手続きを行った者を除く。)であること。
(4) 入札説明書に示す納入実績があることを証明したものであること。
(5) 事業協同組合として申請書等を提出した場合、その構成員は、単体として申請書等を提出していないこと。
(6) 申請書等の提出期限の日から開札の時までの期間に、九州地方整備局長から指名停止を受けていないこと。
(7) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省発注工事等からの排除要請があり、当該状態が継続している者でないこと。
(8) 入札公告の交付を下記3(3)の交付方法により、直接受けた者であること。

① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A or B on “sale of product” or “offer of services” in Kyusyu・Okinawa Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024
③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (except those who have done the procedure of re-application under the notification of the competing participation qualification)
④ not be under suspension of nomination by Director General of Kyushu Regional Development Bureau from time limit for the submission of application forms and relevant documents for qualification to Bid Opening
⑤ be the person who proved that there is a performance in the bid manual
⑥ not be the person that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑦ be the person who obtained a bid manual from the person of ordering directly
