(3) 入札参加希望者に要求される事項 この一般競争に参加を希望する者は、本公告に示した業務を履行できることを証明するため、(a)の「調書」を(b)により提出しなければならない。
(a) 競争参加資格調書
(b)ア) 電子調達システムにより参加を希望する者は、所定の受領期限までに調書データを上記3(2)に示すURLに提出しなければならない。
イ) 紙入札方式により参加を希望する者は、調書を所定の受領期限までに上記3(1)に示す場所に提出しなければならない。
なお、ア)、イ) いずれの場合も、開札日の前日までの間において必要な証明書等の内容に関する契約担当官等からの照会があった場合には、説明しなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者のした入札、申込書等に虚偽の記載をした者の入札及び入札に関する条件に違反した入札は無効とする。

(6) 落札者の決定方法 本公告に示した業務を履行できると支出負担行為担当官が判断した申込書等及び入札書を提出した者であって、予決令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低の価格をもって有効な入札を行った者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち最低価格をもって入札した者を落札者とすることがある。

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: (a)not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting (b) have Grade A, B or C “offer of services” in the Kyushu・Okinawa district, in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024 (c)meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
