次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 71, 27
(2) 購入等件名及び数量 令和7～8年度日本語能力試験模擬試験 実施（国内）及び電算処理（国内・海外）業務
(3) 調達案件の仕様等 入札説明書及び仕様書による。
(4) 履行期限 契約締結日（令和6年）～令和9年3月31日
(5) 履行場所 入札説明書による。
(6) 入札方法 一般競争入札（総合評価落札方式〔加算〕）による。落札決定にあたっては、入札書に記載された金額に消費税法及び地方消費税法の規定により定められた税率により算定された額を加算した金額をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額から消費税及び地方消費税相当額を除いた金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人国際交流基金会計細則第16条及び第18条の規定に該当しない者であること。
(2) 独立行政法人国際交流基金における令和4・5・6年度競争参加資格（全省庁統一資格）の「役務の提供等」についてAの資格を有する者であること。申請手続き等については下記ウェブサイトを参照のこと（当基金では競争参加資格審査ならびに登録手続きを行っていないので注意すること）。

(3) 独立行政法人国際交流基金から指名停止を受けている期間中の者でないこと。
(4) 独立行政法人国際交流基金との契約に関して過去1年において債務不履行、納期遅延等をおこしたことがなく、適正な契約の履行が確保される者であること。
(5) 本件入札参加を通じて得た日本語能力試験模擬試験に関する機密情報の守秘を誓約すること。
(6) 試験の実施及び電算処理関連業務に十分な受託実績を有すると認められる者であること。
(7) 業務遂行に必要な体制を有すると認められる者であること。
(8) その他詳細は、説明会で配布される入札説明書、仕様書等を参照のこと。
4 誓約書の提出
本件入札参加者に対しては、機密情報守秘に関する誓約書を上記3(3)入札説明会参加申込書と併せて事前に提出すること。

5 その他
(1) 入札、契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書で示す証明書・提案書等の必要資料を所定期限(別途入札説明書で指定する期限)までに提出しなければならない。当該資料は独立行政法人国際交流基金において審査するものとし、競争参加資格を有する者による入札を行うものとする。入札者は、当該資料に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 入札説明書に定める条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 総合評価落札方式の加算方式による。落札決定に当たっては、予定価格の制限の範囲内の入札金額を提示した入札者の中から、総合評価点(技術点と価格点を足して得た数値)が最も高い者を落札者とする。

(6) Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Articles 16 and 18 of the Japan Foundation's Rules for the operation of Accounting
② have Grade A classification in offering services in terms of the qualification for participating in tenders (single qualification for every ministry and agency) for fiscal years 2022, 2023 and 2024.
③ not currently be under suspension of nomination by the Japan Foundation
④ be able to reliably fulfill the terms of the contract with the Japan Foundation and who have no record of default, delay or other breach of promise over the past year
⑤ Promise to keep in confidence all the information on the Practice Test for the JLPT obtained through participating in the tendering procedures.
⑥ have track record of excellence in providing test operation and information processing services
⑦ possess all necessary resources to provide the required services
