次のとおり一般競争入札に付します。

(6) 入札方法 落札者の決定は、総合評価落札
方式をもって行う。なお、落札決定に当たっ
ては、入札書に記載された金額に、消費税法
及び地方消費税法の規定により定められた税
率により算定された額を加算した金額をもっ
て落札価格とするので、入札参加者は消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額から消費税
及び地方消費税相当額を除いた金額を入札書
に記載すること。
2 競争参加資格
(1) 独立行政法人国際交流基金会計細則第16条
及び第18条の規定に該当しない者であるこ
と。
(2) 令和4・5・6年度競争参加資格（全省庁
統一資格）の「役務の提供等」においてA、
B又はC等級の資格を有する者であること。
(3) 独立行政法人国際交流基金から指名停止を
受けている期間中の者でないこと。
(4) 独立行政法人国際交流基金との契約に関し
て債務不履行、納期遅延等を起こしたことが
なく、適正な契約の履行が確保される者であ
ること。
(5) 本件入札参加を通じて得た機密情報の守秘
を誓約すること。
(6) ISMS認証（ISO27001）を取得して
いること。
(7) 過去5年間に日本の政府機関等において類
似業務を2年以上請け負った実績を有するこ
と。
(8) その他、入札説明書及び仕様書に掲げる要
件を全て満たせると認められる者であるこ
と。

(1) 入札及び契約手続きにおいて使用する言語
及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札説明書に定
める要件を満たしていない入札書は無効とす
る。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 基金が設定する予定価
格の制限の範囲内で、有効な入札を行った者
のうち、業務提案書の技術点と入札金額の価
格点の和の値が最も高いものを落札者と決定
する。

(6) Qualifications for participating in the
tendering procedures : Suppliers eligible for
participating in the proposed tender are
those who shall ①not come under Articles
16 and 18 of the Japan Foundation's Rules
for the operation of Accounting, ②have
Grade A, B or C classification in offer of
services, etc in terms of the qualification
for participating in tenders (single qualifi-
cation for every ministry and agency) for
fiscal years 2022, 2023, and 2024, ③not be
currently under suspension of nomination
by the Japan Foundation, ④be able to re-
liably fulfill the terms of the contract with
the Japan Foundation and who have no rec-
ord of default, delay or other breach of pro-
mise, ⑤sign a non-disclosure agreement, ⑥
must have obtained ISMS certification
(ISO27001), ⑦have achievements of similar
works at branches of Japanese government
in the past 5 years, and ⑧meet the qualifi-
cation requirements which may be specified
in the tender documentation
