(3) 購入物品の特質等 入札説明書による。
(4) 供給期間 令和8年11月1日から令和9年
10月31日まで。
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定
する契約電力に対する単価（kW単価、同一
月においては単一のものとする。）及び使用電
力量に対する単価（kWh単価、同一月にお
いては単一のものとする。）を根拠（小数点以
下を含むことができる。）とし、当庁が提示す
る契約電力及び予定使用電力量の対価を入札
金額とすること。なお、落札決定に当たって
は、入札書に記載された金額に当該金額の10
パーセントに相当する額を加算した金額（当
該金額に1円未満の端数があるときは、その
端数金額を切り捨てるものとする。）をもって
落札価格とするので、入札者は、消費税及び
地方消費税に係る課税事業者であるか免税事
業者であるかを問わず、見積もった契約金額
の110分の100に相当する金額を入札書に記載
すること。
(7) 電子調達システムの利用 本件は、入開札
等を電子調達システムを利用した方式により
実施するものとする。ただし、電子入札方式
により難い者は、支出負担行為担当官の承諾
を得た場合に限り、紙入札方式により参加し、
又は紙入札方式へ変更することができる。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和07・08・09年度最高裁判所競争参加資
格（全省庁統一資格）の「物品の販売」にお
いて、A又はB等級に格付けされ、関東・甲
信越地域の競争参加資格を有する者であるこ
と（なお、「物品の販売」において、B等級に
格付けされた者は、本入札公告の物品と同等
以上の仕様の物品販売をした実績を証明する
ことができる者であること。）。
(4) 上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5) 開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(6) 電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けていること。
(7) 予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除。
(3) 入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(4) 契約書作成の要否要。
(5) 落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(6) 入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務が
できることを証明する書類を指定する期日ま
でに提出しなければならない。入札者は、支
出負担行為担当官から当該書類に関し説明を
求められた場合には、これに応じなければな
らない。
(7) 手続における交渉の有無無。

(6) Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); ②not apply to Article 71 of
the above-mentioned Cabinet Order; ③
have Grade A or B in Selling classification
in terms of the qualification for participat-
ing in bids required by the Supreme Court
(single qualification for every ministry and
agency) in the fiscal years 2025, 2026, and
2027 and meet the qualification for partici-
pating in bids within Kanto-Koshinetsu re-
gion; besides, those who have Grade B in
the said classification need to be able to
prove the record of experience of offering
equivalent or superior service to the case of
this bid notice; ④The time and place
of application for the qualification of ③
shall be in the manner of application for
single qualification for every ministry and
agency; ⑤have not received suspension of
designated contractor status from the Su-
preme Court at the time of opening of Bids;
⑥have a license to be a General Electricity
Utility in accordance with Article 2, para-
graph 2 of the retail electricity company;
and ⑦meet the qualification requirement
which the obligated officer may specify in
accordance with Article 73 of the above-
mentioned Cabinet Order
