(5)調達に必要とされる基本的な要求要件
A本院における完全フィルムレス、病院情
報システムと統合された診療環境、データ
二次利用を実現すること。
B検像業務、画像管理業務(保管及び画像
診断にかかる参照)、可搬媒体の医用画像
入出力業務、医用モニター精度管理業務、
被ばく線量管理業務等、本院における診療
業務を行えること。
C法的保存義務期間を超えて医用画像を安
全に保管し、高速に参照できること,
D病院情報システム全般とシームレスに連
携し、双方向に情報の利用ができること。
E病院情報統合ストレージシステムと接続
かつ連携し、医療情報を運用するストレー
ジの水平統合を実現すること。
F病院情報システム端末において完全に動
作すること。
G2次元だけでなく、必要に応じて3次元
の医用画像情報を利用できること。
H循環器向け医用画像の作成、参照ができ
ること。
I歯科部門において、口内法デジタル画像
の作成、参照ができること。
J手術部において、術中の医用画像の作成、
参照ができること。
K人工知能(AI)を用いた情報を利用し、
画像診断及びその周辺業務を支援できるこ
と。
L臨床各科、放射線部で病院情報システム
ならびに画像を用いたカンファレンスが行
えること.
M端末は指定があるもの以外は病院情報シ
ステム端末を採用し、病院情報システムと
の端末共通化を実現すること。
N現行システムのネットワーク機器を継続
使用し、病院情報システムのネットワーク
と水平統合すること。
○ システム停止することなく
稼働できること。また、停止せずシステム
のメンテナンスが行えること。
Pシステム全体で、病院情報システム、及
び病院情報統合ストレージシステムと連携
した保守管理体制を確保し、障害を事前に
検知可能な保守ができること。また、万一
障害が発生した場合は、診療業務が停止し
ないよう直ちに復旧できるような体制を整
えること.
Q高度なセキュリティを確保した上で,シ
ステムのリモートメンテナンスを行うこ

R供される製品のバージョンアップ等に対
応し、常に本システムの状態を最新に保つ
こと。
S厚生労働省標準規格に準拠した通信規
約、データ形式を備えたシステムであるこ
と。
T厚生労働省「医療情報システムの安全管
理に関するガイドライン」の最新版を順守
すること。
U既存の画像装置群との連携を継続し、業
務に支障をきたさないこと。
現在保有する全てのデータを速やかにか
つ確実に移行し、本システムにおいても不
都合なく運用すること。
W運用期間は7年以上とする。ただし、端
末及びネットワークは4年以上とする。

者に対して導入説明書を交付する。

4説明会の開催本公表に基づく導入説明会を
開催する。

6 Summary

(4) Basic requirements of the procurement :
A Complete filmless and working envi-
ronment unified hospital information sys-
tem, secondary use of medical informa-
tion.
B Include the following operations: im-
age inspection and image diagnosis, por-
table data for imaging, luminance and ad-
justing of medical monitor device, control
of radiation dose.
C Keep image data beyond a legal reten-
tion period, and have ability to retrieve
images quickly as possible during the pe-
riod.
D Be able to integrate seamlessly with
our hospital information system, and
easily use bi-directionally medical infor-
mation.
E Connect with our unification storage,
and complete the horizontal integration
of a storage applying medical informa-
tion
F Completely work in the client PC of
our hospital information system.
G Have ability to distribute not only two-
dimension data, but just three-dimension
data in cases of requirement.
H Provide a computed radiographic ima-
ging system for Circulation.
I Provide a computed dental radiograph-
ic imaging system in the dental division
J Provide a computed perioperative ra-
diography imaging system in the surgical
operation rooms.
K Have ability to support image diagno-
sis using artificial intelligence technol-
ogy.
L Build conference system which can be
used in each clinical department and the
department of radiology.
M Adopt the client PC of our hospital in-
formation system to provide communiza-
tion of client PC
N Include the horizontal integration of a
network system of our hospital informa-
tion system, and continue to use network
devices of the current network system.
O Operate without system stop, and pro-
vide maintenance without planned shut-
down.
P Secure the entire maintenance manage-
ment system co-operating with the hospi-
tal information system and the unified
storage system, anticipate, detect and
maintain system failures in advance. In
case of failure the medical diagnosis pro-
cess should not be interrupted and a sys-
tem for immediate restoration should be
arranged
QBe able to provide remote maintenance
with high security.
R Always keep system into the latest sta-
tus, when equipped products are upg-
raded
S Equip the function of communication
protocols and data formats in compliance
with the standards of the Ministry of
Health, Labor and Welfare standard.
T Observe the latest edition of "the Se-
curity Guidelines for Medical Informa-
tion Systems" authorized by Ministry of
Health, Labour and Welfare.
U Continue the connection of existing im-
age inspection devices and systems to do
not disrupt medical operation.
V Be able to promptly and safely transfer
all data of the current system and use it
in compliance with the new system.
W The operation periods of the new sys-
tem is 7 years or more. Hower, the op-
eration periods of the client PC and the
network system may be 4 years or more.
