ただし、落札者となるべき当該契約の内容
に適合した履行がなされないおそれがあると
認められるとき、又はその者と契約を締結す
ることが公正な取引の秩序を乱すこととなる
おそれがあって著しく不適当であると認めら
れるときは、予定価格の制限の範囲内の価格
をもって入札した他の者のうち、最低価格で
有効な入札を行った者を落札者とすることが
ある。
なお、落札者となるべき者の入札価格が予
決令第85条に基づく調査基準価格を下回る場
合は、予決令第86条の調査を行うものとする。

5 Summary

bought : FY2026 Project for the Installation
and Configuration LAN and

(4)Fulfillment period : From the next day of
contract through 31, March, 2027
(5) Fulfillment place: as in the tender do-
cumentation
(6) acquire the electric certificate in case of
using the Electric Bidding system

(7)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article70 and 71 of the
Cabinet Order concerning the Budget.

② have offer-

terms of qualification for participating in
tenders by Ministry of Land, Infrastruct-
ure and Transport and Tourism (Single
qualification for every ministry and agen-
cy) in the fiscal year 2025/2026/2027
③not be under suspension of nomination
by Director General of National Institute
for Land and Infrastructure Management
from Time-limit for the tender to Bid

④ directly received the tender docu-
mentation
⑤not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned
⑥The bidder shall have, as a prime con-
tractor, successfully completed services
under a single contract on or after Fiscal
Year 2016 that meet the following cri-
teria:
• Experience in the design of a wireless
LAN network comprising 10 or more
access points and the design of its op-
eration, implemented using a wireless
LAN controller in a domain-managed
network environment.
(8) Satisfy the equipment specifications
