(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額10パーセントに
相当する額を加算した金額(当該金額に1円

するので、入札者は消費税及び地方消費税に
係る課税事業者であるか、免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度防衛省競争参加資格
(全省庁統一資格)「物品の販売」のA、B又
はCの等級に格付けされ、関東・甲信越地域
の競争参加資格を有する者であること。
(4)大臣官房衛生監、防衛政策局長又は防衛装
備庁長官又は防衛装備庁長官官房会計官から
「装備品等及び役務の調達に係る指名停止等
の要領」に基づく指名停止の措置を受けてい
る期間中の者でないこと
(5)前号により、現に指名停止を受けている者
と資本関係又は人的関係のある者であって、
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす
る者でないこと。

4電子入札システムの利用
本件は、紙による従来の応札及び入開札手続

(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
