(2)入札説明書の交付方法(1)①の電子調達シ
ステムから、自らの商号又は名称を用いて(1)
①の電子調達システムから交付されている全
ての資料(追加・変更・訂正分を含む)をダ
ウンロードすること。これによりがたい場合
は、(1)②の場所で交付を行う。なお、送付を
希望する場合は、送付先、会社名、担当者名、
電話番号等を明記の上、電子メール(送信後、
必ず着信を確認すること。)により申し出るこ
と。この場合、原則、電子メールで交付する。
ただし、紙での送付を希望する場合、送付に
要する費用は希望者の負担とする。
4申請書等の提出場所等
(1)電子調達システムによる申請書等の提出場
所3(1)①に同じ。
(2)紙入札方式による申請書等の提出場所及び
問い合わせ先3(1)②に同じ。
(3)電子調達システム又は紙入札方式による申

(4)申請書等の提出方法電子調達システム、
持参、郵送(書留郵便に限る。提出期限まで
必着。)、電子メール(送信後、必ず着信を確

5入札書の提出場所等

(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。

(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、申請書等を、4(3)の提出期限までに、
3(1)①に示すURLに提出しなければなら
ない。
②紙入札方式により参加を希望する者は、
申請書等を、4(3)の提出期限までに、3(1)
②に示す場所に提出しなければならない。
また、①、②いずれの場合も、5(3)の入札
書の提出期限までの間において、分任支出負
担行為担当官から申請書等の内容に関する説
明を求められた場合には、それに応じなけれ
ばならない。
(4)入札の無効競争参加資格のない者、入札
に関する条件に違反した者、入札者に求めら
れる義務を履行しなかった者、5(3)の入札書
の提出期限までに入札説明書及び仕様書等
(追加・変更・訂正分を含む)の交付を受け
ていない者、申請書等に虚偽の記載をした者
又は電子調達システムを利用するための電子
証明書を不正に使用した者が提出した入札書
は無効とする。
(5)契約書の作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った者を
落札者とする。

product" in Tohoku Area in terms of qua-
lification for participating in tenders by
Ministry of Land, Infrastructuer, Trans-
port and Tourism (Single qualification
for every ministry and agency)
③Do not be under suspension of nomina-
tion by Director-General of Tohoku Re-
gional Development Bureau from Time-
limit for the tender to Bid Opening
④The person who obtained a bid manual
from the person of ordering directly
⑤Not be the business operators that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned
⑥Acquire the electric certificate in case
of using the Electric Bidding system
