(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法
①予算決算及び会計令第79条の規定に基づ
いて作成された予定価格の制限の範囲内で
最低の価格をもって有効な入札を行った者
を落札者とする。
ただし、予算決算及び会計令第85条によ
る基準を適用するので入札執行責任者は入
札の結果を保留する場合がある。この場合、
入札参加者は当局の行う事情聴取等の調査
に協力しなければならない。
②次に掲げる場合に該当すると認められる
場合には、予定価格の制限の範囲内の価格
をもって入札した他の者のうち、次に有利
な入札をした者を落札者とすることがあ
る。
イ.上記①のただし書きによる調査の結
果、当該契約の内容に適合した履行がな
されないおそれがあると認められる場
合。
ロ.公正な取引の秩序を乱すこととなるお
それがあって、著しく不適当であると認
められる場合。

6 Summary

required: (2026) Underground Buried Ob-
jects Survey Services for National Property
(Kanazawa Ward, Yokohama City), 1 set.
(4)Service period: From the day of a con-
tract through March 30,2027
(5) Service place: As in the tender do-
cumentation.
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade A or B for the classifica-
tion of "Provision of Services, etc. (Sur-
vey and Research)" as provided for in the
qualification for participating in tenders
by organizations in the Kanto-Koshinetsu
area related to the Ministry of Finance
(Single qualification for every ministry
and agency) in the fiscal years 2025, 2026,
and2027, and be capable of performing
(delivery of) the services responsibly, or,
alternatively, even if such qualification
has not yet been obtained, have under-
gone the qualification examination and
been registered in the list of qualified par-
ticipants by the deadline for submission
of tenders, and be capable of performing
(delivery of) the services responsibly.
④ Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
⑤ Not those who are judged to be in-
appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local
bureaus, or branch bureaus, or divisions,
or offices.
⑥A supplier whose business situation or
trustworthiness is deemed not to have
significantly deteriorated, and whose
proper performance of a contract can be
guaranteed
⑦Submit a document of a system to
prove their ability to supply the system
concerned and meet our requirements in
order to be judged acceptable by the con-
tracting entity ; and provide explanations
on the contents of the above document by
request.
