(6)落札者の決定方法支出負担行為担当官が
採用できると判断した提案書を提出した入札
者であって、予決令第79条の規定に基づき作
成された予定価格の制限の範囲内で、支出負
担行為担当官が入札説明書で指定する要求事
項のうち、必須としていた項目の最低限の要
求をすべて満たしている提案をした入札者の
中から、支出負担行為担当官が定める総合評
価の方法をもって落札者を定めるものとす
る。ただし、落札者となるべき者の入札価格
によっては、その者により当該契約の内容に
適合した履行がされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の範囲内の価格をもって入
札した他の者のうち、評価の最も高い者を落
札者とすることがある。
