4電子入札システムの利用本件は、紙による
従来の応札及び入開札手続とあわせて、「防衛装
備品等調達システム」を利用した応札及び入開
札手続を使用するものとする。なお、詳細につ
いては入札説明書による。
5その他
(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金免除。
(3)契約保証金ア.落札者となった場合は、
契約金額の100分の10以上の契約保証金を納
付するものとする。イ.契約保証金は契約者
がその義務を履行しないときは、国庫に帰属
する。ウ.アの保証金以上、保険会社との間
に国を被保険者とする履行保証保険契約を結
んだときは免除する。
(4)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に入札
説明書で示した必要な書類を添付して入札書
の受領期限までに提出しなければならない。
入札者は、開札日の前日までの間において、
分任支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(5)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(6)契約書作成の要否要。
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行なった入札者を落札者とする。
(8)手続きにおける交渉の有無無。
(9)詳細は入札説明書による。

nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③have the following Grade qualification,
for each item in 6(3) above, in the Kanto
and Koushin-etsu area in terms of the
qualification for participating in tenders
by Ministry of Defense (Single qualifica-
tion for every ministry and agency) in the
fiscal vears 2025,2026 and 2027.
