(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除,
(3)入札者に要求される事項
(a)電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)のほか
に契約担当官等の交付する入札説明書に基
づく当該物品の仕様データ等を作成し、所
定の受領期限までに入札書類データととも
に上記3(2)に示すURLに電子調達システ
ムを利用して提出しなければならない。
(b)紙入札方式により参加を希望する者は、
契約担当官等の交付する入札説明書に基づ
く当該物品の仕様を記載した書類を作成
し、これを必要な証明書とともに所定の受
領期限までに提出しなければならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において契約担当官等から提出書
類に関する説明を求められた場合には、それ
に応じなければならない。
(4)入札の無効本公告に示した競争参加資格
の無い者のした入札、入札に関する条件に違
反した入札及び入札者に求められる義務を履
行しなかった者のした入札は無効とする。
(5)契約書作成の要否要。
本業務は、契約手続にかかる書類の授受を
電子調達システムで行う対象業務である。な
お、電子調達システムによりがたい場合は、
発注者の承諾を得て紙契約方式に代えるもの
とする。
(6)落札者の決定方法本公告に示した調達内
容を履行できると支出負担行為担当官が判断
した資料を提出した入札者であって、予決令
第79条の規定に基づいて作成された予定価格
の制限の範囲内で最低価格をもって有効な入
札を行った入札者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされない恐れがあると認められ
るとき、又はその者と契約することが公正な
取引の秩序を乱すおそれがあって著しく不適
当であると認められるときは、予定価格の範
囲内の価格をもって申し込みをした他の者の
うち、最低の価格をもって申込みをした者を
落札者とする。

(a) not come under Article 70 of the Cabi-

ing and Furthermore, Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
(b) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
(c) Have Grade A or B or C "Offer of ser-
vices etc" in terms of the qualification for
participating in tenders by Ministry of
Land, Infrastructure, Transport and Tou-
rism (Single qualification for every minis-
try and agency) in the fiscal years 2025/
2026/2027, and have qualification for
participating in competition of the
Kanto Koushin-etu region.
(d) Meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of Cabinet
Order
(e) Acquire the electric certificate in case
of using the Electric Bidding system
