(6)入札方法落札決定にあたっては、入札書
に記載された金額に当該金額の100分の10に
相当する額を加算した金額をもって落札価格
とするので、入札者は消費税及び地方消費税

かを問わず、見積もった契約希望金額の110
分の100に相当する金額を記載した入札書を
提出すること。
2競争参加資格
(1)国立研究開発法人海上・港湾・航空技術研
究所契約事務取扱細則第31条の規定に該当し
ない者であること。
(2)港湾空港技術研究所長から入札参加資格停
止の措置を受けていない者であること。
(3)国土交通省国土技術政策総合研究所副所長
から指名停止の措置を受けていない者である
こと。
(4)会社更生法に基づき、更生手続開始の申立
てがなされている者又は民事再生法に基づき
再生手続開始の申立てがなされている者(下
記2(6)の再認定を受けた者を除く。)ではない
こと。
(5)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者ではないこと。
(6)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)「物品の販売」の競争参
加資格を有している者であること,
(7)電子入札システムにより参加される場合
は、ICカードを取得し、電子入札システム
にて利用者登録を行う。登録を行う際には、
事前に当研究所の定めた業者番号の通知を受

(5)落札者の決定方法本公告2.競争参加資
格を全て満たした者で、当該入札者の入札価
格が国立研究開発法人海上・港湾・航空技術
研究所会計規程第44条に基づいて作成された
予定価格の制限の範囲内で最低価格をもって
有効な入札を行った入札者を落札者とする。
