(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。
また、入札に参加を希望する者は、上記証
明書類とあわせて暴力団等に該当しない旨の
誓約書を提出しなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。
また、入札に参加した者が、(3)の誓約書を
提出せず、又は虚偽の誓約をし、若しくは誓
約書に反することとなったときは、当該者の
入札を無効とするものとする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能、機能等の要件のうち、必須とした項目
について基準を全て満たしている提案をした
入札者の中から、入札説明書で定める総合評
価の方法をもって落札者を決定する。

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting, Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause ②not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting ③are not being suspended from
transactions by request of the officials in
charge of contract④have Grade A or B on
"offer of services etc." in the Kanto-
Koshinetsu Area in terms of qualification
for participating in tenders by Cabinet Of-
fice (Single qualification for every ministry
and agency) in the fiscal years 2026,2027,
and 2028 ⑤prove to have no false statement
in tendering documents ⑥prove neither the
business condition nor credibility is de-
teriorating meet the qualification re-
quirements which the Obligating Officer
may specify in accordance with Article 73
of the Cabinet Order etc.
