次のとおり一般競争入札に付します。

(5)納入場所関門港停泊中の指定する船舶
(6)入札方法調達案件ごとに予定数量に対す
る総価で行う。なお、落札の決定に当たって
は、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額をもって落
札価格とするので、入札者は、消費税及び地
方消費税に係る課税事業者であるか免税事業
者であるかを問わず、見積もった契約金額の
110分の100に相当する金額を入札書に記載す
ること。また、入札書の金額欄は円未満切り
捨てとする。
(7)電子調達システムの利用本案件は、証明
書等の提出、入札を電子調達システムで行う
対象案件である。なお、電子調達システムに
よりがたい場合は、紙入札方式参加願を提出
しなければならない。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)において「物品の販売」
A、B、C又はD等級に格付けされ、中国地
域又は九州、沖縄地域の競争参加資格を有す
る者であること。
(4)石油の備蓄の確保等に関する法律(平成13
年法律第55号)の規定に基づく石油販売業の
届け出をしている者であること。
(5)当該部局において指名停止の措置を受け、
指名停止期間中でない者。
(6)電子調達システムによる場合は、電子認証
(ICカード)を取得していること。
(7)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。

A4判用紙が入る返信用封筒(宛先を明記す
る。)並びに重量200gに見合う郵便料金に相
