(7) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Not come under Article 3 of the Japan Organization for Metals and Energy Security's regulation.
② Have Grade A, B or C on the category of "Sales of goods" or "Offer of services, etc." in tenders laid down by Single Qualification for every ministry and agency (in fiscal year 2025-2027).
③ Not be subject to administrative penalty of suspension of nomination and the like according to the agreement or stop of subsidies from government agencies or country.
④ Have submitted documents that specifically indicate that they meet the requirements indicated in the specifications.
⑤ Have received the tender explanation document distribution in (8).
