② Must meet all of the following requirements:
* Must have been certified, by the time of bid opening, as qualified under the "Service Provision" category in the FY2025-FY2026 qualification review for contracts relating to procurement of goods and services in the East Japan area of the Urban Renaissance Agency
* Must satisfy all requirements specified in the specification document
* Must have at least one (1) record of completion, since fiscal year 2016 or later, of work of the same type as this project. For the purposes of this requirement, "work of the same type" means the development or modification of a system that utilizes server equipment on which the following software is operating within a single system:
* (a) Operating System: Linux
* (b) DBMS: HiRDB
* (c) Operations Management Software: JP1
* Must hold certification under the Information Security Management System (ISMS) conformity assessment system based on ISO/IEC 27001:2022, JIS Q 27001:2023, or JIS Q 27001:2025, or have authorization to use the Privacy Mark under the Privacy Mark System
* Must be able to accommodate on-site inspections conducted by Agency staff within Japan
* (7) Time-limit for tender submission: 5:00 PM, July 30, 2026 (Bids submitted by mail must arrive by the deadline.)
