### 4 電子調達システムの利用
本件は、電子調達システムを利用した入札及び開札手続により実施するものとする。ただし、紙による入札書等の提出も可とする。詳細は入札説明書のとおり。

(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 全額免除。
(3) 入札の無効 入札心得第11条に該当する入札は無効とする。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 入札心得第15条から第17条に基づき落札者を決定する。

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Do not come under Article 70 and Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
② Have Grade「A」or「B」or「C」or「D」 in the development of in terms of the qualification for participating in tenders by Ministry of Economy, Trade and Industry (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027;
③ Are not the subject of (a)an order prohibiting them from receiving subsidies from the Ministry of Economy, Trade and Industry (METI); (b)an order prohibiting them from concluding contracts with METI; or (c)an order disqualifying them from bidding for METI projects conducted under the "designated bidder" system.
