(3) 入札の無効 本公告に示した一般競争等参加者の資格のない者のした入札、入札に関する条件に違反した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(5) 落札者の決定方法 予定価格の制限の範囲内で有効な入札を行った者であって、入札説明書に示す要件のうち、必須とした項目についての基準を全て満たしている提案した入札者の中から入札説明書で定める総合評価の方法をもって落札者決定する。

② not come under Article 32 of the qualifications for participating in the Health Insurance Claims Review and Reimbursement Services open tender (or invited tender).
③ Applicants must have been classified in Grade A, B, or C under the "Provision of Services, etc." category in the Ministry-wide Unified Qualification System for fiscal years 2025, 2026, and 2027, and must possess eligibility to participate in competitive bidding in the Kanto and Koshinetsu regions.
④ have actual experience in the relevant matters
⑤ have the ability to reliably provide sufficient service
