(7) Qualifications for participating in the tendering procedures: Suppliers eligible to participate in the proposed tender shall meet all of the following requirements:
① Not falling under Articles 331 and 332 of the Rules for the Operation of Accounting Practice of the Urban Renaissance Agency.
② Having been qualified for the business category of "Sale of Articles" through the examination of Qualifications for participation in competitive tendering procurement of goods conducted by East Japan district, Urban Renaissance Agency for fiscal years 2025 and 2026.
③ Not being currently under a suspension of nomination imposed by the Urban Renaissance Agency.
④ Not being a company whose management is substantially controlled by an organized crime group or its members, nor a company equivalent thereto.
⑤ Have permission to be an electricity retailing enterprise in accordance with Article 2-2 of the Electric Utilities Industry Law.
⑥ Meet the bidding eligibility requirements stipulated in "Conditions Regarding the Status of Efforts for Carbon Dioxide Emission Factors and Reduction of Environmental Impact" attached to Form 2 (Certificate of Conformity), with respect to carbon dioxide emission factors, utilization of unused energy, introduction of renewable energy, transfer of green power certificates, and efforts to provide information to consumers regarding energy conservation and electricity saving, and obtain a score of 70 points or more as calculated in Form 2.
