② not come under Article 6 of the Regulation concerning Contract for NHO;
③ have Grade A, B or C in "Manufacture of products" or "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kyushu-Okinawa Region;
④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation;
