(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
A not come under Article 5 and 6 of the Regulation concerning Contract for Independent Administrative Institution National Museum of Art.
B have the Grade A, B or C qualification during fiscal 2026 in the Kanto-Koshinetsu area in "offer of services etc." for participating in tenders by Single qualification for every ministry and agency.
C the applicant must have a track record of implementing multiple integrated human resources and payroll systems of the same type as this project for the national government, independent administrative agencies, national university corporations, and similar entities over the past five years, and must be operating and providing support for such systems as of 1 April 2026.
D not be currently under a suspension of business order as instructed by Independent Administrative Institution National Museum of Art, etc.
E be able to pledge on the exclusion of gangs shown in the public invitation document.
