5 Summary

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause;
② not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③ have Grade A, B or C in “Sales of prod-
ucts” for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Tohoku Region;
④ It must be a person as the general elec-
tric utility based on regulations of the
electricity enterprises act who is doing
based on regulations of permitted person
or this law as for specific scale electric
entrepreneur’s written report.
⑤ prove that they can deliver the electric-
ity, on the date and to the place specified
by the Obligating Officer;
⑥ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation;
