(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書による。

(6) 落札者の決定方法 本公告に示した物品を納入できると理事長が判断した入札者であって、本機構契約事務取扱細則第12条の規定に基づいて作成された予定価格の制限の範囲内で、入札説明書で指定する性能、機能、技術等（以下「性能等」という。）のうち、必須とした項目の最低限の要求要件をすべて満たしている性能等を提案した入札者の中から、入札説明書で定める総合評価の方法をもって落札者を定める。

5 Summary

(3) Nature and quantity of the services to be required : JASSO Scholarship Application System (JSAS) refurbishment regarding tax revisions, 1 set

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade A or B in terms of the qualification for Participating intender of the “offer of services” by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto・Koushin’etsu area in the fiscal year, 2025, 2026, 2027.
④ not be currently under a suspension of business order as instructed by the President.
⑤ “Law about prevention of an unfair act by a gangster” be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ Maintain the system to have an appropriate protection crackdown about handling of the personal information which makes the kind the name, the address, the phone number telephone number, the starting work location and this.
⑦ Establish information securities management architecture. (ISO/IEC27001 or JISQ27001 is certified.)
⑧ The thing as which ISO9001 by a foundation Japanese conformability authorization society of public interests or the examination registration engine authorized by an overseas authorization engine is certified. Or possess quality system equal to this.
