② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ have Grade A, B or C “Service”in terms of the qualification for participating in tenders specified by Single qualification for every ministry and agency (in fiscal year 2025-2027)
④ meet the qualification requirements which may be specified the Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers in charge of disbursement of the procuring entity
