(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender shall:
A not be those who fall under any of the categories specified in Articles 3 or 4 of the Kyoto Institute of Technology Contract Regulations.
Minors, persons under curatorship, or persons under assistance who have obtained the necessary consent for contract conclusion shall be deemed to fall under the category of “special circumstances” as provided in the same articles.
B have been classified as Grade A, B, or C in the Kinki region for fiscal year 2025 for “Provision of Services, etc.” under either :
• the unified qualification for competitive participation held by all ministries and agencies of the Government of Japan, or
• the competitive participation qualification of Kyoto Institute of Technology.
C satisfy the requirements specified in the tender documentation.
D not be currently under a suspension of business order imposed by the President of Kyoto Institute of Technology.
E not have received any contract cancellations during any service contract undertaken for a national university corporation over the past two years.
