(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, Furthermore, mi-
nors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting,
③ have Grade A or B or C or D in “Sales of products” for participating in tenders by Ministry of Health Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Region,
④ ①a person who has obtained permission as a general gas business operator pursuant to the provisions of Article 3 of the Gas Business Law, and a notification as a gas pipeline business operator pursuant to the provisions of Article 37-7-2 Paragraph 1 of the same law, or a person who has filed a notification as a large gas utility pursuant to the provisions of Article 37-9, Paragraph 1 of the same law.
