のない者の入札及び入札に関する条件に違反
した入札。

(8)落札者の決定方法落札者の決定方法は、
総合評価落札方式をもって行う。本公告に示
した業務を履行できると分任契約担当者が判
断した入札者であって、当機構が作成した予
定価格の制限の範囲内で、入札説明書で指定
する必須とした項目の最低限の要求要件を全
て満たしている提案をした入札者の中から,
入札説明書で定める総合評価の方法をもって
落札者を決定する。なお、落札者となるべき
者の入札価格によっては、その者により当該
契約の内容に適合した履行がなされないおそ
れがあると認められるとき、又はその者と契
約を締結することが公正な取引の秩序を乱す
こととなるおそれがあって著しく不適当であ
ると認められるときは、予定価格の制限の範
囲内の価格をもって入札した他の者のうち評
価値の最も高い者を落札者とすることがあ
る。

札説明書等で当該調達に関する環境上の条件
を定めた調達であると示されている場合は、
十分理解した上で応札すること。

tendering procedures: Tenderers shall be
those who ①not come under Article 70 of
the Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or Per-
son under Assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of special
reasons within the said clause.②not come
under Article 71 of the Cabinet Order con-
cerning the Budget, Auditing and Account-
ing. 3have the Grade A or B qualified for
participating in tenders for the "provision
of services" by Single qualification for
every ministry and agency in the fiscal
year, 2025,2026 and2027.④not be currently
under suspension of nomination by JST
(7)Obligations of tenders: ①The tenders
must prepare written proposals based on
the specifications shown in the letter of ex-
planations and submit by 12:00 PM 2
March, 2026②The tenders must respond to
the relevant questions made by the officer
in charge of contracts ; and③JST shall co-
nduct inspections of the said proposals.④
